The AI for Main Street Act passed the House 395-14 in January. It has sat in a Senate committee since. Here is what it would change

H.R. 5764 would add AI guidance and training to what Small Business Development Centers already do for free. It adds no grants, no tax credits, no new rules for you, and no new money.

What it means for a 10-to-50-person business

If it becomes law, the bill adds AI to the list of things the SBA's Small Business Development Centers must help with: best practices, using AI for data protection, cybersecurity, regulatory compliance and customer trust, plus outreach. It authorises no new money, so centres would do this within existing budgets. It creates no grant, no tax credit and no obligation for your business. Take a 16-person cleaning company in Albuquerque weighing an AI scheduling tool. Today it can already book free counselling at its local SBDC. Under the bill, that counsellor would be expected to help with the AI question specifically. Useful, but it is an hour of free advice, not a cheque. Nothing in it should change what you buy this quarter.

The short version

1. What it is

The AI for Main Street Act is a short bill. It amends the Small Business Act in two places.

First, it adds to the list of services that Small Business Development Centers (SBDCs) provide. Centres would have to give small businesses "information, guidance, and training" on the use of artificial intelligence. The bill names the areas: best practices, and using AI for data protection, cybersecurity, regulatory compliance and customer trust. It also covers helping businesses bring AI into their operations and doing outreach about it.

Second, it borrows its definition of artificial intelligence from the National Artificial Intelligence Initiative Act of 2020, so it does not invent a new one.

The last line is the one owners should read: "No additional amounts are authorized to carry out this Act."

2. Where it stands

From the bill-status data published by the Government Publishing Office, checked October 5, 2026:

  • October 17, 2025: H.R. 5764 introduced by Rep. Mark Alford (R-MO-4) and referred to the House Committee on Small Business.
  • November 18, 2025: the committee ordered it reported, 27-0.
  • December 12, 2025: reported with amendments (H. Rept. 119-403).
  • January 20, 2026: passed the House under suspension of the rules, 395-14 (Roll no. 33).
  • January 26, 2026: received in the Senate and referred to the Committee on Small Business and Entrepreneurship.

A Senate version, S. 3586, was introduced by Sen. Todd Young and Sen. Maria Cantwell on January 7, 2026, and referred to the same committee.

We found no later action on either bill. Committee schedules can change quickly, so treat "no action" as "no action as of October 5, 2026." We will update this page, with a dated note, if either bill moves.

3. What it would change for you

Very little, directly.

  • No money. No grants, loans, vouchers or tax credits. The bill explicitly authorises no new funding.
  • No obligations. It directs SBDCs, not businesses. Nothing requires you to adopt AI, disclose AI use or report anything.
  • More focused free advice. SBDC counsellors would be expected to help with AI questions as part of their normal work.

The open question is capacity. Centres would add AI to their duties without new money. How good the help is will depend on your local centre.

4. A worked example: a 16-person cleaning company

A residential and commercial cleaning company in Albuquerque has 16 people: 13 cleaners, a scheduler, an office manager and the owner. The owner is weighing an AI scheduling and quoting tool at a few hundred dollars a month, and is not sure it beats a $29 add-on in the software she already runs.

Today. She can book a free session at the New Mexico SBDC and ask for help evaluating the tool. Whether the counsellor knows much about AI scheduling depends on the counsellor.

If the bill passes. The same session, but AI guidance would be a named part of the centre's job. She might also find a local workshop on AI and data protection.

What she should do either way. Write down the job she wants done, the hours it takes now, and the two or three tools she is comparing. Bring that to the session. One prepared hour with a counsellor is worth more than three unprepared ones.

5. Why it passed the House so easily

It costs nothing and mandates nothing. A 395-14 vote on a no-cost bill that tells existing centres to help with a popular topic is not surprising. That is also why it may not be a Senate priority.

6. What to ignore

Ignore anyone selling "AI for Main Street Act compliance" or claiming the bill brings funding. There is nothing to comply with and no money in it. Ignore headlines that say Congress "funds AI for small business." It does not.

7. What to do

  1. Nothing about the bill.
  2. If you want help evaluating AI tools now, find your SBDC through the SBA's local assistance finder. The SBA lists 63 lead centres and more than 800 locations.
  3. Come with one job, your current hours on it, and a shortlist of tools.
