Meta may push new ad and business terms past Nov. 20; current terms stay in place

If you run Facebook or Instagram ads, nothing changes this month: Meta's disputed new terms are on hold, and the old ones still apply.

What happened

On Oct. 28, 2026, Meta communications head Andy Stone said on X that Meta has heard publishers' feedback on its proposed ads and business terms update and expects the consultation could extend beyond November 20, in which case it would delay implementation. Until then, he said, Meta's existing terms remain in place.

What it means for a 10-to-50-person business

Primary source not confirmed: we could not find Meta's own business-terms page or a Meta for Business announcement in the material, so the URL below is Stone's post on X. The effect on a business your size is small. The dispute is mainly between Meta and news publishers, who worried an early draft let Meta train its AI on their sites. Meta removed the word "train", but legal experts told Nieman Lab that may not rule it out. Take an 18-person HVAC shop spending an assumed $2,000 a month on Facebook and Instagram ads. Today nothing changes. The terms, prices and ad tools stay the same, and there is nothing to accept or sign. No new fees have been announced. The open question is whether the final wording lets Meta use content from your website or ad account for AI, and that wording is not settled. Who should care: firms that publish original material they sell or guard, such as agencies producing client content. Everyone else running a page and boosting posts can file this away.

What to do
Wait

Take no action this month, and when Meta publishes the final terms, have someone spend 30 minutes reading the section on how Meta may use your content and website data.

Questions owners ask

Do I need to accept anything in Meta Business Suite right now?

No. Meta says its existing terms remain in place until it finishes consulting with industry groups, which it expects could run past Nov. 20.

Does this change what I pay for Facebook or Instagram ads?

Nothing in Meta's statement mentions pricing or fees. The dispute is about how Meta may use content, including for AI.

Who should watch this more closely?

Businesses whose website content is the product, such as agencies and firms that publish paid or proprietary material. They should read the final terms when Meta releases them.

Three to five of these, every weekday morning.
